Case Study 6 – Gisborne District Council facilitation of technical caucusing

LWP helped Gisborne District Council to resolve differences between technical witnesses appearing for stakeholder parties submitting to Hearings on the Waipaoa Catchment regional plan. LWP facilitated two full-day caucusing workshops with stakeholder representatives and GDC planning staff, and then reported the outcomes. The project involved interpreting the requirements of the National Policy Statement for Freshwater Management 2014 (NPS-FM) in the area of technical attributes suitable for use as plan objectives and limits in the Waipaoa case. A very high level of consensus was ultimately achieved amongst the parties and a report was delivered to the Hearing Panel containing several consensus recommendations that were subsequently carried through into the Hearing Panel’s decision.
